SDA CEO Bo Kemp Featured on CAN TV Discussing Strategy Behind Horizon South

Southland Development Authority CEO Bo Kemp recently joined CAN TV to explain how the SDA is moving from planning to execution across the South Suburbs. As well as why its new platform, the SDA’s Horizon South Real Estate, is designed to unlock projects that have historically stalled.

In the conversation with CAN TV Executive Director, Darrious Hilmon, Kemp explains how the SDA is taking a more active role in development by acquiring land, preparing sites, and bringing in private partners to complete projects that align with community needs.

Key Highlights from the Interview

• The SDA is actively investing through Horizon South to move projects forward.

• By handling early stage horizontal development such as land acquisition, zoning, and entitlements, the SDA reduces risk and attracts private capital for vertical builds.

• Projects are shaped in direct collaboration with municipalities to reflect what residents actually want, rather than simply what markets dictate.

• Increasing housing density near transit is central to driving population growth, reducing tax burdens, and unlocking commercial investment.

The South Suburbs represent a region of more than 700,000 residents with untapped development potential. By bridging public priorities with private investment, the SDA is positioning the region as a major opportunity for scalable and equitable growth.

Horizon South is designed to be the catalyst. It initiates projects, unlocks land, and brings partners to the table once the groundwork is in place.
